FWIW:

One way to handle quorum is to advance notice the meetings,
especially annual meetings (usually around the time original
officers are elected) and then define the quorum as members present.

And 2/3 or more to re-decide a decision already made.

Possibly add a phone in/ chat attendance option for meetings,
as sometimes kids, parents, weather, other commitments make 
it impossible to attend.
